Harbor Branch Foundation, Inc., the National Oceanic and Atmospheric Administration, the University of Washington and Western Washington University, worked together on a study of high energy physics. Harbor Branch designed, fabricated and put into operation a one atmosphere transfer chamber. This chamber system allowed for placement and retrieval of instrument packages at atmospheric pressure from a worksite in depths to 3000 fsw. This paper will deal with the development of the design and fabrication of a dry one atmosphere transfer system which will include at-sea operations over the last two years.
