The addresses are reprinted in the Indiana historical society publications, vol. iii, no. vi, 1905, in an article by C.W. Moores, "Caleb Mills and the Indiana school system. Mills lobbied the Legislature of Indiana for a public school system that would provide a free education for every child, showing the advantages of a system of general education.
