Description
The Individuals with Disabilities Education Act (IDEA) of 1975 has made a profound impact on millions of children with disabilities who now enjoy their right to a free appropriate public education (FAPE). It is the goal of national policy, endorsed by Congress, to ensure equality of opportunity, full participation, independent living, and economic self-sufficiency for individuals with disabilities. With the enactment of IDEA, it ensures that all children, who participate in special education programs, have equal access to education. However, since IDEA's inception, a disproportionate number of African Americans children have been placed, or rather, misplaced in special education programs. African American students are three times more likely than Whites to be placed into categories as needing services in special education programs, making them subject to less demanding schoolwork, to more restrictive classrooms, and to isolation from their peers. For the purpose of this study, the goals were (a) to determine if there is disproportional representation of Black students and male students in the three categories of Educable Mentally Handicapped, Emotionally Handicapped, and Specific Learning Disabled and (b) to address whether the factors school districts' socioeconomic status, minority rate, and racial composition of instructional and administrative staff predict the representation of Black students and male students who participate in special education programs. A quantitative method, including the three disproportionality calculation methods of Composition Index (CI), Risk Index (RI), and Odds Ratio (OR), was employed to respond to the six research questions and test six corresponding null hypotheses. Sixty-seven school districts in the State of Florida were identified for data collection and analysis.

Description
Reality television programming chronicling the daily workings of multiple birth families within American culture has gained notoriety in recent years. Such programs, especially Discovery Health and TLC's 17, 18 Kids and Counting and TLC's Jon and Kate Plus Ei8ht, film, edit and broadcast the "everyday" life of these families. This research study focuses attention on hegemonic ideologies surrounding family values, motherhood, gender roles and religious faith, illuminated through textual and audience analysis. Working from an interdisciplinary approach combining feminist media and cultural studies, this study finds that hegemonic notions of family values, gender representations, religious faith and conceptions of motherhood are evident to varying degrees in the television texts and accepted by fans who negotiate their meanings online.

Description
The Migrant Education Program was enacted by Congress in 1966 as an amendment to the Elementary and Second Education Act of 1965. Today Title 1, Part C, of the No Child Left Behind Act of 2001 provides funding to states and subsequently to local educational agencies (LEAs) to provide educational programs and services to children of migratory farm workers. These funds are intended to enable these unique children to have access to state standards-based curriculum and to find success on standards-based assessments. This study examined the LEA utilization of funds awarded to the State of Florida under Title 1, Part C, from AY2007-09, identified the specific activities implemented by LEAs to meet the unique educational needs of the migrant students, and analyzed the impact of total student membership, total migrant entitlement, and concentration of migrant students relative to the total LEA student membership on the utilization of the funding. The study demonstrated that the Federal Office of Migrant Education policies and rules promulgated by the State of Florida channel funding away from educational activities for the students to non-academic expenditures.

Description
A 'wave of nostalgia' has gripped the US leading to nostalgic fashions, furniture, television programming and even food. The marketing literature suggests that nostalgic-related consumption is the result of an aging population. It has been proposed that the purchase of nostalgic-products and services is an attempt by mature consumers to return psychologically to the ease, certainties and conflict free periods that existed or seemed to exist during their childhood or adolescence. This paper proposes that discontinuity, as argued by Davis (1979), is a better explanation for why people develop a preference for and consume nostalgic goods. Although some insights have been developed, research focused only on mature consumers and is rather limited in offering alternative explanations for the evocation of nostalgic feelings. MANCOVA was the primary method used to test hypotheses. Findings of this study indicate that discontinuity does not necessarily lead to nostalgia and preference for nostalgic products varies.

A literary text is a means for critics to analyze societal influence on the author, and both fashion and body modification serve this same function because they are legible texts with which to interpret the psychological motivations of the wearer in the cultural context in which he or she lives. Fashion theorists such as Roland Barthes and J.C. Flugel have detailed the reasons that they believe dress evolves throughout time, and the following thesis applies their theories to Melville's first novel Typee. In the first chapter, entitled, "Moral Fibers: Dress as the Extension of Self," much emphasis is given to archetypes of dress such as the veil, the corset and military uniforms in the Orient and the Occident. The second chapter, "Cut From the Same Cloth: Body Modification as Semiotic Modality," discusses ritualistic tattooing as a mode of literary expression.

Description
To prevent a partner's infidelity and relationship defection, men perform mate retention behaviors. Some of these mate retention behaviors are high-risk because they decrease the likelihood of infidelity while potentially increasing the likelihood of relationship defection. Although previous research has indicated that mate value may be related to mate retention generally, research has not addressed these cost-inflicting mate retention behaviors specifically. The current research examines the relationship between men's and women's mate values and men's use of partner-directed insults - a specific type of cost-inflicting mate retention behavior. The results from a sample of 158 women indicate that although men's and women's mate values predict men's partner-directed insults, men's mate value is a better predictor than is women's mate value. Women who report that their partners have lower mate value also report that their partners insult them more frequently than women who report that their partners have higher mate value.

Description
This research addresses the question of whether individuals or groups induce deeper message processing of persuasive messages. An interaction between group entitativity and whether the group is an ingroup or an outgroup is predicted, where ingroups low on entitativity and outgroups high on entitativity are expected to induce deeper message processing. Entitativity measures the extent an aggregate of people is seen as a group (D. T. Campbell, 1958). Previous research shows contradictory results. S. G. Harkins and R. E. Petty (1987) have shown that high entitativity causes more message focus than low entitativity. R. J. Rydell and A. R. McConnell (2005) have shown that low entitativity causes more message focus than high entitativity. Hypotheses were not supported by the data. Post hoc analyses suggest that motivation to process persons and messages was greatest in the high entitativity ingroup condition. Predictions were revised by adding motivation as a variable.

Description
In this thesis I explore the circumstances in which pregnant Guatemalan Mayan women in South Florida communities found themselves. A local non-profit organization, the Guatemalan Maya Center (GMC), offered assistance to pregnant Mayan women to secure biomedical prenatal care, yet many continued to underutilize these services. The decision to utilize this form of care largely depended on whether a woman received care from a traditional midwife in the community. Women receiving care from a midwife generally did not seek biomedical care until late in their pregnancies. Women unable to locate a midwife often incorporated biomedical care once they suspected pregnancy. Due to the difficulties accessing the GMC's services prior to enrollment many of these women did not obtain "timely" care. A better understanding of the ways in which Guatemalan Mayan women incorporated biomedical prenatal care into their lives is the first step towards increasing their participation in these services.

Description
The role of gestures in determining the use of familiar and novel tools was explored. In the first study, participants were shown gestures for tools corresponding either to tool design, or to the physical affordances of a puzzle designed for each tool. In the second study, two additional conditions were added. In the first, gestures were used that did not correspond to tool design or the puzzle affordances. The second was a control condition in which no gestures were shown. Results indicate that the demonstration of gestures appropriate to a novel problem situation facilitate creative use of tools. Additionally, attention to tool and puzzle affordances is effective for creative tool use when no gestural input is present. However, knowledge of tool design may interfere with this creative application. Performance is further hindered by the demonstration of gestures consistent with tool design, which may prime individuals to rely on the design stance.

Description
Local governments are adopting both the rhetoric and practices of market-based governance interventions. Imported into these cities are public relations and marketing tactics to sell cities to internal and external audiences alike. Public communication in these cities went from a public information focus hinging on a just-the-facts approach to a public relations and marketing focus on selling and image generation to please customers. Acute attention to image generation leads to the metaphor of municipalities presented in this research - as public relations and marketing firms. Private sector public relations (PR) and marketing firms gain results for their clients, usually in the form of consumer consumption. A city acting as a public relations and marketing firm puts priority on the image-generation potentials of nearly all its governance functions to sell a commodity to customers. To illustrate this, a six-point model was devised of PR and marketing tactics used in cities operating as public relations and marketing firms: branding, media relations, in-house publications, use of volunteers and outside organizations as PR tools, aesthetic and affective appeal, and sustainability and going green. A city using all six is a fully realized PR and marketing firm, as it adopts, adapts and executes the tactics in meaningful ways. An over-reliance on image-generation (PR and marketing) versus substance (information) pushes public organizations through Baudrillard's four phases of the image. The image of the city becomes dissociated with reality, and the government operates in a simulation of itself. This research uses Qualitative Media Analysis (Altheide, 1996) supplemented by a discourse analysis method created for this research - Baudrillardian Discourse Analysis.
